How does the funding work?

You have been awarded funding from the ERDF/JTF NRW 2021-2027 program and are now wondering what happens next? We have compiled the most important information on implementation for you - from specifications on personnel expenditure to communication guidelines and requirements to reporting obligations during the project term - and afterwards.

Each funded project should contribute to the achievement of a specific objective of the ERDF/JTF NRW 2021-2027 program. The effects of the implemented measures and thus their contribution are measured using output and result indicators. Each specific objective is assigned suitable output and result indicators that have been approved by the EU Commission.

Common output (RCO) and result indicators (RCR) are used in all countries that use ERDF/JTF funds as part of the monitoring process. In addition, there are a few program-specific indicators (RPO and RPR), which are intended to map the effects of the projects in a more measure-specific way.

In order to document and present the program effects and the current status of implementation to the EU Commission, the Monitoring Committee and the public, a monitoring system has been developed that is reflected for applicants and beneficiaries in the monitoring, completion and results sheets:

Monitoring sheets

The monitoring sheets are used to record ex-ante values when applications are submitted, which provide information on the expected outputs and results of the approved projects.

Completion questionnaires

The completion questionnaires are used to record values at the end of the implementation period that provide information on the actual outputs and results of the completed projects.

Results questionnaires

One year after completion of the project, the project managers must provide updated data - the so-called ex-post values - on the outputs and results achieved. This allows insights to be gained into the sustainability and long-term effects of the implemented project.

After the end of the approval period, you must still submit a proof of use and a results sheet. In addition, funded assets may be subject to earmarking and documents relating to the funding of your project must be kept for a certain period of time. With the Council Regulation (EU) 2022/576 of 28.04.2022 amending Regulation (EU) No 833/2014 published in the Official Journal of the EU on 08.04.2022, sanctions were also issued that affect the award and performance of public contracts and concessions once the EU thresholds pursuant to Section 106 GWB have been reached, directly and without further national implementing acts.

The subject of the sanctions in the area of public contracts and concessions are

  • on the one hand, a ban on awarding contracts that has been in force since 09.04.2022 for award procedures that have not yet been completed;
  • on the other hand, the ban on continuing to perform contracts and concessions awarded before 09.04.2022 from 11.10.2022 (ban on contract performance).

There is currently no legal regulation in the sub-threshold area, which means that it is currently not possible to exclude Russian companies with legal certainty in this area.

There is a connection to Russia within the meaning of the regulation:

a) through the Russian nationality of the candidate or bidder or the establishment of the candidate or bidder in Russia,

b) through the participation of a natural person or a company to which one of the criteria under a) applies, in the candidate/bidder via the holding of shares of more than 50%,

c) by the candidates/bidders acting on behalf of or on the instructions of persons or companies to which the criteria of letters a) and/or b) apply.
