Blue infrastructure
The aim of the "Blue Infrastructure (JTF)" funding measure is to shape structural change in an environmentally friendly way after the lignite phase-out in 2030. The funding concerns measures for water restoration and wastewater treatment.
The state of North Rhine-Westphalia, the federal government and the lignite company RWE have agreed to bring forward the lignite phase-out by eight years to 2030. This means that the Rhenish mining area - Aachen city region, Mönchengladbach city, Düren district, Heinsberg district, Rhine-Erft district and Neuss Rhine district - is facing extensive structural change. The water industry is also affected by this structural change. This includes topics such as adapted wastewater treatment and the renaturation of bodies of water, which are summarized under the term "blue infrastructure". The aim of promoting watercourse restoration is to restore watercourses such as the Erft, Rur, Schwalm and Niers and their floodplains to a more natural state. At the same time, the discharges from the wastewater treatment plants are to be adapted to the future discharge volumes in the watercourses. The renaturation serves as a prerequisite for further structural change processes.
For surface water and waste water
The state of NRW and the EU are providing around 65 million euros in funding from the Just Transition Fund (JTF) for the following measures:
- Measures on surface waters: Funding is provided for measures that serve the ecological development of water bodies. This includes the conversion of watercourses in accordance with the requirements of the EC Water Framework Directive. The provision of land is also supported.
- Wastewater engineering measures: In addition to measures that reduce substance inputs from public sewage treatment plants, the construction of retention soil filter systems, the laying of connecting sewers, sewer pipes and discharge points as well as the advanced treatment of combined sewage and rainwater are also supported.
