Many municipal buildings, such as sports halls, swimming pools, theaters and kindergartens, have an inadequate energy balance. The state of NRW and the EU want to support the energy-efficient refurbishment of public buildings with a funding measure.

Public buildings such as swimming pools, daycare centers, libraries, cultural facilities and other municipal buildings often have a poor energy balance - especially if they are already outdated. Significantly reducing the energy consumption of public buildings and increasing energy efficiency - this is the aim of a funding measure for the energy-efficient refurbishment of public buildings. The EU and the state of NRW are providing a total of 196 million euros for this purpose.

Reduce energy requirements by half

The aim of the "Energy-efficient public buildings" funding measure is to reduce the primary energy demand of renovated public buildings by at least 50 percent compared to the current state through the energy-efficient renovation of public buildings. The energy balance of the building achieved after completion of the refurbishment project should exceed the legal requirements of the Building Energy Act.

Investment and non-investment measures for the energy-efficient refurbishment of public buildings that contribute to improving overall energy efficiency are eligible for funding. The following buildings are eligible for funding:

  • Cultural facilities, such as theaters, museums and memorials, as well as buildings for cultural events, such as concerts and art exhibitions
  • Libraries and libraries
  • Sports halls as well as ancillary rooms and outbuildings, such as changing rooms, washing and shower rooms, toilets, training and meeting rooms of sports halls and sports grounds
  • Swimming pools, insofar as they are designed for athletic swimming and not for the recreation and enjoyment of bathers.
  • Mineral, thermal, brine and mud spas, insofar as they are designed for rehabilitation measures and not for the recreation and enjoyment of bathers.
  • Child daycare centers, kindergartens, school hostels and youth hostels
  • Nursing homes and daycare centers for people who require assistance due to their physical, mental or emotional condition.

Frequently asked questions

Municipalities (cities, municipalities and districts) and municipal special-purpose associations

  • Municipal companies and institutions under public law pursuant to Section 107 (1) and (2) of the Municipal Code for the State of North Rhine-Westphalia
  • Municipal companies and institutions under private law pursuant to Section 108 of the Municipal Code for the State of North Rhine-Westphalia if the participating municipalities or associations of municipalities alone or together own more than 50 percent of the shares.
  • Corporations that exclusively and directly pursue non-profit, charitable or ecclesiastical purposes within the meaning of Sections 52 to 54 of the German Fiscal Code and for which the responsible tax office has determined compliance with the statutory requirements in accordance with Section 60a of the German Fiscal Code.
  • Applications can be submitted on an ongoing basis via the EFRE application portal. Funding is provided in the order in which eligible applications are submitted. Approvals are possible as long as budget funds are available.
